Is it possible to upgrade or change the stats of gold shields?

Currently, no. It's possible that the inscriptions in Nightfall will allow it, but right now we don't know anything about inscriptions.

No, it's not. There was talk about being able to a while back, salvaging mods and all that, but nothing has come of it yet.
